:abcdef.casecmp?(:ABCDEF)    #=> true
:"\u{e4 f6 fc}".casecmp?(:"\u{c4 d6 dc}")   #=> true

nil is returned if the two symbols have incompatible encodings, or if other_symbol is not a symbol.
