Returns true for a string which encoded correctly.

"\xc2\xa1".force_encoding("UTF-8").valid_encoding?  #=> true
"\xc2".force_encoding("UTF-8").valid_encoding?      #=> false
"\x80".force_encoding("UTF-8").valid_encoding?      #=> false
