If <a href="/rails/Rails">Rails</a> is vendored and RubyGems is available, install stub GemSpecs for Rails, Active Support, Active Record, Action Pack, Action Mailer, and Active Resource. This allows Gem plugins to depend on Rails even when the Gem version of Rails shouldn’t be loaded.
