initialize_routing() public

If <a href="/rails/ActionController">ActionController</a> is not one of the loaded frameworks (Configuration#frameworks) this does nothing. Otherwise, it loads the routing definitions and sets up loading module used to lazily load controllers (Configuration#controller_paths).
